Secondary education serves as a ground between abecedarian and advanced education and prepares youthful persons between the age group of 14-18 for entry into advanced education.
The population of children in the 14-18 age groups (the age for secondary and elderly secondary position education) has been estimated at 96.6 million, as projected by the National Sample Survey Organization in 1996-97. Still, registration numbers show that only 27 million children were attending secondary seminaries, which means that two thirds of the eligible population remains out of the secondary academy system.
Participation of the private sector in the operation of secondary seminaries with sanctioned recognition and, in numerous cases, with fiscal backing, has also increased. Private organization presently manage around 51 per cent of secondary seminaries and 58 per of advanced secondary seminaries. In order to meet the educational requirements of those who haven't been suitable to en roll themselves in the formal system, openings have been handed through the National and State Open Schools, utilize contact centers and multi-media packages. Distance education in the academy sector also got a fillip with the National Open School was started in 1989, relating new vocational areas and furnishing on demand examination. Advancements in the content, process and quality of education, particularly terrain education, wisdom, mathematics and computer knowledge have been emphasis with central fiscal support available for schemes related to this. At present, only 10 per cent of the scholars are concluding for the vocational sluice, against a target of 25 per cent by 2000 The Act entrusts the applicable governments and the original authorities to give children with disabilities access to education, employment, preferential allotment of land for certain purposes, nondiscrimination in transport, fiscal impulses to Universities to enable them to shoulder exploration etc.
Quality Enhancement in Seminaries
This comprises the centrally patronized schemes of Promotion of lories Laboratories, Environmental Orientation to School Education, Promotion of Yoga, as well as the central sector schemes of Population Education Project, International Mathematics and Science Olympiad. The state governments would develop training modules for in service training of preceptors and give structure and exploration inputs for quality enhancement in seminaries.
Access and Equity
This scheme will comprise, among other factors yet to be designed, the going scheme of Strengthening of Hostel Boarding Installations for Girl scholars.
Integrated Education for Disabled Children (IEDC)
In the Tenth Plan, lesser sweats will be made to expand inclusive education to feed to the requirements of mentally and physically challenged scholars. The scheme will continue as a separate centrally patronized scheme and will be redesigned. It'll now concentrate on the following rudiments confluence with the Integrated Child Development Services (ICDS) scheme for early interventions with the DPEP with the special seminaries under the Ministry of Social Justice and Commission. Other factors of the scheme will be inclusive pedagogy and class, training of preceptors and medication of tutoring literacy material; exploration and development (R&D).

The crucial theme in the Tenth Plan is conducting quality education at all stages of education and the pursuit of excellence. The on- going sweats in modification of classes at the secondary education position, so as to make it more applicable, would continue in the Tenth Plan. The confluence of centrally patronized schemes will help in conducting wisdom, mathematics and, computer education as well as environmental and value education in a more focused manner. There's a line of thinking which believes that subsiding scholars through a testimonial system, as is the practice in some of the Latin American countries, is more effective than subsiding institutions. The scholars will themselves in reputed seminaries, letting the request forces weed out the hamstrung and poor quality institutions.
